The Batu Ferringhi market which was scheduled to be completed in December 2015, after its first extention-of-time (EOT) is currently only 81% completed due to large boulders found at the site.
"The contractor is still waiting for the approval of the second EOT," said Lim Cheng Hoe, the ex-councillor who is currently an officer with YB Teh Yee Cheu.
Lim then questioned by the council did not carry out soil tests before construction works began.
"If there were soil tests, then everyone would have anticipated the actual duration of the construction.
"This is not the first delay. Even projects at Cecil Street and Jalan Jelutong faced delays," he noted.
The much-awaited MBPP market built on 2.217 hectar of land will have a wet market, food court and a multi-purpose hall on the second floor. The multi-purpose hall has three badminton courts and may hold up to 600 people for events.
Shaikh Adlil, the project manager at the site, said that another few months is needed before the project can be completed.
"We need to file for paperwork to the relevant authorities for the blastings which takes up to a month. The blasting itself takes about two weeks. Thereafter we need about four more months to complete the job," he said.
To avoid futher miscommunications, Lim had requested for the Commissioner of Buildings (COB) from MBPP to provide monthly reports to YB Teh Yee Cheu's office.
