Bagi tahun kedua pelaksanaan projek Bajet Responsif Partisapatori Gender (GRPB), Perbadanan Pembangunan Wanita Pulau Pinang (PWDC) bercadang untuk memperluaskan lagi kawasan liputan ke Seberang Perai Selatan (SPS). Pegawai Daerah SPS, Puan Hajah Rohani Hassan mensyorkan Kampung Sungai Chenaam diangkat sebagai kawasan untuk projek GRPB.
Like the work done in PPP Jalan Sungai, the pilot project in PPR Ampangan was based on an approach set out in the project proposal entitled "Different People, Different Needs: Scoping and Planning to Engender Inclusivity and Ownership in Social Housing". This defined four stages and stressed the need to involve residents , municipal officers and the GRB team in a working partnership, to identify priority needs of the community and propose solutions.

Cleanliness is the biggest budget expenditure for both MPSP and MPPP. As a result, there are and have been extensive discussions on waste minimisation and how to encourage and reward people for taking waste 'out of the system' through reducing, re-using and/or recycling. At the same time the ambitions of a Cleaner, Greener Penang and Local Agenda 21 (LA21) also extend to community involvement in caring for our own cleanliness and environment. These are the major contexts in which the GRB Cleanliness Pilot project was framed.
