Staff

    PWDC’s programmes are implemented by a team of staff at the respective programme, project and administrative levels, under the management of the Chief Executive Officer (CEO). 


    CHIEF EXECUTIVE OFFICER

    ALOYAH BAKAR

    Aloyah Bakar

    Aloyah A. Bakar studied Hotel and Catering Management at UiTM Shah Alam, Selangor, and began her career at Rasa Sayang Hotel where she worked for five years, ending as a Personnel Officer in the Human Resource Department. From there, she joined IBM as a Personnel Analyst overseeing Employee Development and Employee Relations and later was appointed Programme Manager in charge of Management Development. She was subsequently promoted to Programme Manager with the IBM Quality Institute, Asia Pacific Group. In 1990, she joined PT Sumatera Rotanindo in Medan, Indonesia as Director and in 1995 was appointed Director of Scansia Sdn. Bhd. in Kedah to revamp the organization. A stint with an international women's NGO earned the Penang Chapter two international awards for her successful project making positive differences in women's and young girls' lives. She rejoined the private sector as a Director of Human Resource & Education with the Asian Global Business Group and left to join the Penang Women's Development Corporation (PWDC), to continue her life-learning in bringing about positive change in people’s lives. Prior to her appointment as the CEO of PWDC, Aloyah was the GRPB Project Director, a position that she held from January 2012 to August 2014.

    SENIOR EXECUTIVE OFFICER - ADMINISTRATION, FINANCE & HUMAN RESOURCE

    LIM SAY GHEE

    Lim Say Ghee, from Penang, holder of Master Degree in Business Administration and Diploma in Management. Has more than 37 years of experience in both international and domestic banking and insurance. He started his banking career as an Assistant Branch Manager and later as Branch Manager for several leading financial institutions in Malaysia. Later, he moved out to join an international bank in Africa as Chief Executive Officer/General Manager. After a stint of 3 years overseas, he decided to return to Malaysia and joined a leading composite insurance company as Risk Head and later as Head of Compliance. He left the insurance company and became the Group Head, Internal Audit for an international banking group based in Switzerland with presence in Asia, Africa and Europe. When the banking group entered into Bangladesh he was appointed as CEO. He also served as a member of the Audit Committee for one of the bank in the group in Europe until retirement. Subsequently, he came out of retirement and joined an international school as the Head of Administration and also a member of the school Senior Leadership Team prior to joining PWDC.

    NORMASHITA NOORDIN

    Normashita Noordin

    Normashita Noordin has had over 20 years of experience in various private sector companies and organisations, with an extensive background in administrative, logistics and operations management. A native of Penang, she was educated at Convent Green Lane School(s) and obtained her Diploma in Business Studies at Institut Teknologi MARA in Selangor. Her most recent assignments prior to joining PWDC were in the utilities and information technology sectors.

    ADMINISTRATIVE ASSISTANT

    SAMINI MUNIANDY

    Samini Muniandy

    A native of Penang, Samini Muniandy was educated at Han Chiang High School and obtained her Diploma in Engineering (Computer/Telecommunications) at Informatics Institute. Prior to joining PWDC, she worked as a laboratory administrator at NCS Information Systems Sdn. Bhd., a research analyst at World Check Sdn. Bhd., and a manufacturing test technician at OSRAM Opto Semiconductor. While at OSRAM, Samini actively participated in and organised various company and staff events including Thaipusam and Tamil New Year celebrations. Samini's skills include administrative support, web programming and basic IT maintenance.

    COMMUNICATIONS & EXTERNAL RELATIONS OFFICER

    YASMIN BATHAMANATHAN

    Samini Muniandy

    Yasmin Bathamanathan is a published writer, produced playwright and theatre director. She was in the publishing world prior to joining PWDC, writing for the local tourism magazine, iNPENANG, and for the international luxury lifestyle magazine, EZ. She has also worked on media and publicity campaigns for national-level award presentations, art festivals as well international art exhibitions such as Arts Kuala Lumpur – Melbourne, Art Stage Singapore and so on. Her script, "We Were Made Fools", won the Best Script at the Short + Sweet Theatre Festival (Penang) 2012. She also made her directorial debut at the Festival with "Somnus" which won the Best Male Actor award. In 2014, she was commissioned by KL’s Theatrethreesixty to co-write Lenteraseni which was staged during the Festival Belia 2014 in Putrajaya. An avid supporter of performing arts, she founded PenTAS, an online portal that serves as a publicity platform for the performing arts scene in Penang. She is also involved with a local anti-trafficking campaign in which she is using her performing arts knowledge and experience to create awareness on human trafficking in Penang.

    GENDER POLICY & ADVOCACY OFFICER

    SHARON W.H. LING

    Sharon W.H. Ling

    Sharon W.H. Ling previously served as a policy researcher and communications officer to Dr. Ong Kian Ming, Member of Parliament (DAP) for P102 Serdang in Selangor. She obtained her Bachelors of Arts in Ethnic Studies and Asian Studies from Mount Holyoke College, the oldest continuing institution of higher education for women in the United States. Her professional interests include but are not limited to: good governance and local democracy; city management, sustainable urban planning, and inclusive development; social policy and protection for vulnerable groups including ethnic minorities, migrants, workers and the poor; and community-based interventions and social enterprise solutions for urban issues. While in the United States, she interned and volunteered for several nonprofits including the Asia Society Northern California, food banks and soup kitchens in San Francisco, and Asian American and African American youth organizations. In Malaysia, she continues to be involved in initiatives for youth mentoring and development.

    WEL PROGRAMME MANAGER

    KAREN LAI YU LEE

    Karen has been the Programme Manager of PWDC's Women's Empowerment and Leadership Programme (earlier known as the Capacity Development and Networking Programme) since April 2012. Karen obtained her Bachelor of Laws degree at Victoria University of Wellington, New Zealand. She practised law for seven years, and has broad experience in civil and criminal litigation with an emphasis on human rights and public interest litigation. She has held watching briefs in sexual assault trials and provided pro bono representation in urgent arrest situations. Karen has also been a women's human rights advocate for the past eight years, during which time she has been actively involved as a trainer, speaker, organiser and participant in numerous activities related to law, gender, human rights and women’s development issues.

    WEL LEADERSHIP OFFICER

    RUBINI MAHESWARAN

    Rubini Maheswaran

    With a degree in Business Management from USM, Rubini started her career with Intel where her work in Operations Finance and strategic initiatives led her to 2 PGAT Factory Recognition Awards (FRA) as well as numerous other productivity and strategic awards. She later decided take a leap of faith and pursued her passion for social justice and human rights activism by joining the Teach for Malaysia fellowship, pioneering cohort 2012. She taught at a high-need school in Kuala Selangor to significantly transform the academic achievements, aspirations and outcomes of her kids (as she affectionately refers to them) towards the mission of solving education inequity in the long term. She joined PWDC under the Women's Empowerment and Leadership Programme, which allows her to apply her strengths to promote empowerment, human rights, gender equality and feminism. Rubini was an also active member of the international youth organization, AIESEC. She held various leadership positions most notably, Local Committee President of USM and Member Committee Vice President of Malaysia, in which her primary focuses were Talent Management, Mentorship, Learning and Leadership Development as well as Marketing and Strategic Planning. She believes that people are always the root of success in any organization, and hopes to develop her own training modules and management consultancy to aid social justice and non-profit organisations.

    WEL PROJECT OFFICER

    LAU SHU SHI

    Lau Shu Shi

    Shu Shi holds a degree in Business Management from Universiti Sains Malaysia. It was during her university days that she was introduced to social issues and activism. After graduation, Shu Shi worked with several human rights organisations such as Suara Rakyat Malaysia (SUARAM, Penang branch), All Women's Action Society (AWAM) and later with Persatuan Kesedaran Komuniti Selangor (EMPOWER) on free and fair elections and women's political participation. Compelled through her interactions with communities, Shu Shi strongly believes in a peer-to-peer learning style rather than a top-down manner of empowering herself and others. For the past 3 years she has been consistently contributing articles to Guang Ming Daily which reflects her experiences working with communities. She enjoys training and writing most of all, and has a vision that more and more women appearing in public spaces will allow for the dynamics of power and decision-making to change. She believes that humanity, empathy and solidarity with the oppressed are values that are not only important for the development of a democratic state, but also for one's personal life.

    RAMLAH BEE ASIAHOO

    Ramlah Bee Asiahoo

    Ramlah holds a Bachelor of Arts (Hons) in Psychology from Universiti Kebangsaan Malaysia (UKM). She has an interest in development work as well as matters related to good governance, social justice and humanitarian missions. She was selected as a committee member for the Good Governance and Gender Equality (3Gs) Society and also served as a Local Councilor for the Penang Municipal Council (MPPP) from 2010 till June 2013. She is also actively involved in community programmes as trainer, speaker, participant and organiser for events and activities related to women's issues and community-building.

    ENBAJOTI VELOO

    Enbajoti Veloo

    Enbajoti Veloo is currently pursuing a Master Degree in Business Management (MBA) at Open University Malaysia. She also has experience in teaching at primary and secondary school levels, and is a committee member of faith-based NGO. She is active in volunteer work, has been a motivation speaker and facilitator for Tamil-speaking communities, and has organised social awareness programmes, counselling sessions and educational programmes for women, youth and single mothers.

    CHILD RIGHTS & CHILDCARE UNIT SENIOR PROJECT OFFICER

    OOI AI LYN

    Ooi Ai Lyn

    Prior to joining PWDC, Ooi Ai Lyn was the Project Officer of the Good Governance and Gender Equality Society (3Gs) Penang. She obtained her Bachelor of Science (Hons.) in Mathematics from University Putra Malaysia (UPM) in Serdang, Selangor. From there, she joined Renesas Semiconductor (Kedah) Sdn. Bhd. as the Process Quality Control Engineer. She then went on to pursue her passion for the food and beverage industry, obtaining her Certification in Food and Beverage from East West College (an affiliate of Taylor’s College) and completing her industrial training at Cyberview Lodge in Cyberjaya. Currently in PWDC, she is the Project Officer in charge of overseeing the establishment of Taska D’KOMTAR, which is the first Penang State-funded childcare centre in KOMTAR. She strongly believes that a child’s early developmental years are crucial and should not be compromised at any cost, and that children are the future and hope of a nation.

    PARVEEN KAUR

    Parveen Kaur

    Parveen hails from Penang and is from a legal corporate and commercial securities background, skilled in the disciplines of cross-border and multi-jurisdictional transactions, regulatory requirements and intellectual property matters. Having an interest in social causes, Parveen joined PWDC to protect and promote the rights of children to have an education, to be healthy, to have a childhood, to be treated fairly and to be heard.

    GRPB PROJECT  MANAGER

    HENRY LOH

    Henry Loh

    Henry Loh Kee Wey was an employee of Hong Leong Bank from 1994 to 2011. His last posting at the bank was as the Manager of the Penang Hire Purchase Loan Centre. He holds a degree in Accounting from University Malaya (1984) and a Masters of Arts in Anthropology from Monash University, Australia (1993). He is currently the Assistant Secretary of Aliran Kesedaran Negara, a social reform movement that promotes peace, freedom, justice and solidarity. His academic training in anthropology and years of work experience has helped to hone his interest and skills in working with people at all levels of society, with a special concern for the less privileged and marginalized. A firm believer in the importance of good governance, he hopes to contribute to the noble aim of promoting gender and social equality in society by being a part of PWDC.

    SHARIZA KAMARUDIN

    Shariza Kamarudin

    Shariza Kamarudin graduated from Universiti Malaya with a Bachelor of Arts in Literature and Gender Studies and is currently pursuing her Masters of Social Sciences in Gender Studies at Universiti Sains Malaysia in Penang. Prior to joining PWDC, she worked with several women’s groups in Malaysia, namely as Project Officer at Women’s Centre for Change (WCC) Penang, as Programme Officer at Sisters in Islam (SIS), and as a Research Assistant at the Women’s Development Research Centre (KANITA) at Universiti Sains Malaysia.

    Nur Hazwani Husin

    Nur Hazwani Husin is a graduate in Social Science (Political Science) from Universiti Sains Malaysia (USM), Penang. She is continuing her postgraduate studies in the same field, at the same university. She has worked as an enumerator with the Merdeka Center and has also worked as a Social and Personal Assistant cum Admin Officer.

    MOHD YUSRI BIN YAACOB

    Mohd Yusri Bin Yaacob

    Prior to joining PWDC, Mohd Yusri bin Yaacob served for 3 years as Special Officer to the then Speaker of the Penang State Legislative Assembly (DUN), YB Dato’ Haji Abdul Halim Hussain. He also worked as an Assistant Communications Officer with the former Chief Minister of Perak, YAB Datuk Seri Ir. Haji Mohammad Nizar bin Jamaluddin from 2009 to 2010. He is a graduate of Universiti Teknologi Malaysia with a Diploma in Architecture Technology. He participates regularly in NGO activities and is the Vice President of Memacu Arus Perjuangan (MAP), Secretary of Koperasi Amanah Balik Pulau Berhad, Secretary of Akademi Upaya Rakyat Balik Pulau and Secretary of Manjung Youth Council. His work and volunteer experiences have given him an in-depth exposure to the administration and management of State Government programmes and projects.

    NURUL FATIN FAKHRIAH BINTI ZULFAHMI

    Nurul Fatin Fakhriah Binti Zulfahmi

    Nurul Fatin Fakhriah is an International Relations graduate from Universiti Kebangsaan Malaysia (UKM). Spurred by her interest in public relations and public diplomacy, she then completed her industrial training with the Institute of Diplomacy and Foreign Relations (IDFR), Malaysia. She was actively involved in NGO as well as government-sponsored activities during the course of her studies. She was selected as a Youth Delegate representing Malaysia at Indonesia in September 2012, Korea in June 2013 and Japan in September 2013. Through PWDC, she hopes to diversify her portfolio and skillset by working with people of diverse backgrounds and helping to make a positive impact on communities in Penang.

      YB Puan Chong Eng

      Chair

      YB Chong Eng is the Penang State EXCO for Youth and Sports; Women, Family and Community Development, Chairperson of Penang State Sport Council and Chairperson of PWDC Sdn. Bhd. She is also the State Assemblyperson for the Padang Lalang Constituency. Chong Eng was the first woman opposition leader to be elected into the Penang State Assembly when she won the Batu Lanchang state seat in 1995. Born in 1957 to a rubber-tapping family in a Chinese new village in Pahang, Chong Eng developed a keen awareness of gender and social inequality early in her life and was determined to fight for equality. She became the first girl from her village to complete high school and university, taking up teaching as her first job after graduation. In 1990, Chong Eng joined the Democratic Action Party as a research officer in its Penang headquarters and a year later, decided to become a member, supporting the party's objective of establishing a fair, free and just Malaysian Malaysia. Chong Eng is well-known for her advocacy of gender and social justice. Her fiery and passionate speeches in Parliament on these issues have even earned her the moniker "the Iron Lady of DAP". In DAP, she has helmed the party's women's wing and been the party's Deputy Secretary-General. In the past 10 years, Chong Eng was chiefly responsible for steering the direction of the party towards supporting the narrowing of gender gaps in the economy and politics. She also founded two non-governmental organisations, the Women's Rights Awareness Association (WRAA) and the Good Governance and Gender Equality Society (3Gs) to promote these ideals.

      YB Dr. Norlela Bt Ariffin

      Dr. Norlela Bt Ariffin is the Penang State Assemblyperson for the Penanti Constituency. She attained her Bachelor of Science in Business from Indiana University and did her masters in Business Administration at the University of North Texas, USA followed by her Doctor of Philosophy at the University of Sussex in UK. She successfully operationalised Malaysia's first innovation certification of technologically innovative SMEs by adapting the innovation certification methodology of Korea's Innobiz certification (from 2001 till present) based on the OECD Oslo Manual which is an internationally accepted innovation assessment standard. Dr. Norlela has 13 years of experience in national and international field-level STI policy research.

      Dr. Cecilia Ng Choon Sim

      Dr. Cecilia Ng Choon Sim is an independent researcher and women's rights advocate. She was an Honorary Consultant at the Women's Development Research Centre (KANITA), Universiti Sains Malaysia, where she has been Visiting Professor since 2007. She was previously an Associate Professor at Universiti Putra Malaysia (UPM) before she opted for early retirement in 2000. From 1994 till 1999 she was a Research Fellow at the United Nations University Institute for New Technologies in The Netherlands. In 2010 the United Nations Country Team (Malaysia) commissioned her to write a report of Gender and Rights in Malaysia evaluating the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in the country. She is active in women's groups in Malaysia and is a founder member of the Women's Development Collective (WDC) and the All Women's Action Society (AWAM), where she has been involved in research, training and advocacy on gender issues in Malaysia since the early 1980s. She was the Vice President (2009 – 2011) of the Good Governance and Gender Equality Society (3Gs), and through 3Gs and KANITA, has been one of the prime movers of the Gender Responsive Budgeting (GRB) initiative in Penang local government. Recently Cecilia assisted the state government of Penang in setting up the Penang Women's Development Corporation (PWDC).

      Chin Soo Wah

      Chin Soo Wah is currently the Public Affairs Manager of Kwong Wah Yit Poh. In 1978, she joined Kwong Wah Yit Poh's advertising department. Through her work at Kwong Wah Yit Poh, she passionately promotes charity, education, business development, tourism, health and many other areas. She is actively involved in organising charity fund raising events. She was the Vice Chairperson of Phor Tay Old Girls' Association and in December 2011 was the organizing Chairperson for Phor Tay's 40 year Anniversary Fund Raising Dinner which successfully raised RM600,000 for the school. In February 2012, she was the Organizing Chairman of the fund raising concert which raised RM220,000 for the Ru Yi Children's Home. She was also the founding member of the Penang Entrepreneurs Counseling Society and is currently the Treasurer of the Association. Besides that, she is also involved in the working team in the (PUMM) Persatuan Usahawan Maju Malaysia. Apart from that, she is also a member of the MMK Wanita Pulau Pinang, a member of Penang Press Club and a member of Sun Yat Sen Society.

      Hjh Aida Yusof Rawa

      Hjh Aida Yusof Rawa is currently the Treasurer of Institut Latihan Kepimpinan dan Parkaderan Dakwah Islamiyyah under Parti Islam Se-Malaysia. In 1973, she attained a Diploma In Banking Studies at the Mara Technology Institute in Shah Alam and later acquired her degree in Finance at Southern Illinois University, Carbondale, USA. In 1982, she expanded her expertise to include Islamic Studies, Human Resource and Psychology, majoring in counselling at Universiti Kebangsaan Malaysia in Bangi. She then worked in the Rubber Industry of Smallholders Development Authority (RISDA) where she accumulated 33 years' worth of experience serving in various departments. In 2007, she was appointed as the Director of the Estates Department. Since her retirement in 2010, she has been actively involved in PAS and organizes training and counselling sessions for PAS party members.

      Mangaleswary V.Kumarasamy

      Mangaleswary V.Kumarasamy has been a Legal Practitioner for the past 14 years. She currently is the legal advisor to the office of the Deputy Chief Minister II of Penang. She is also an Advisor to the Special Committee for the Development of Nibong Tebal Parliamentary Constituency and the Special Committee on Tamil Schools in Penang. She is a Member of the Board of Visitors for Bagan Specialist Centre Hospital, a Member of the Appeals Board Panel for Local Town and Country Planning, and is Advisor to various temple committees and many other NGO's and societies in Penang. She is also actively involved in political party work as the Vice Chairperson of the Penang DAP women's wing, and Chief of the DAP women's wing of the Batu Kawan Parliamentary Constituency. Apart from that, she is also the Advisor for the DAP Socialist Youth of Batu Kawan area. Mangaleswary is also actively involved in programmes related to women and gender related issues.

      Dato' Dr. Marina David

      Dato' Dr. Marina David qualified as a dental surgeon with First Class and First Rank honours from Kasturba Medical College, Manipal, India in 1982. Upon returning home while awaiting her posting, she served as a volunteer dental surgeon under UNCHR working with Vietnamese refugees at the Sg. Besi Camp for the Vietnamese Boat People from 1982 – 1983. She was later attached to the government hospital in Muar from 1983 – 1985, and since 1986, has been running her own private practice in Penang. She has also been actively involved in the church, holding various positions including Chairperson of the Cathedral of the Holy Spirit Parish Council from 2000-2005. Marina has also represented the Catholic Church at the Christian Federation of Malaysia (CFM), and was secretary of the Penang Branch from 2004 – 2006. Later, she was Vice Chairman for the Malaysian Consultative Council of Buddhism, Christianity, Hinduism and Sikhism (MCCBCHS), Penang Branch. She has been a speaker at a number of interfaith dialogues. She has been the President of YWCA Penang, an NGO for the empowerment of women and young girls for 11 years and currently is the National President for YWCA Malaysia. She also helped establish the Penang state funded Pusat Jagaan Kanak-Kanak (PJKK) at Taman Serumpun, Seberang Perai Tengah under the MMK Belia dan Sukan, Pembangunan Wanita, Keluarga dan Komuniti, which she is still helps oversee.


      Lim Kah Cheng

      Lim Kah Cheng

      Lim Kah Cheng obtained her Bachelors (First Class Hon) and Masters in the Social Sciences from the Universiti Sains Malaysia (USM) before reading law at Trinity College, Oxford University in the UK. She is a social activist advocating for the rights of women, children and persons with disabilities. She is the current Vice President of both the Women's Centre for Change (WCC), Penang (2014-2015) and the BOLD Association for Children with Special Needs (2014-2016) and a member of the Penang Forum Steering Committee. She worked as a lawyer and researcher between 1984 and 2012, and has since retired from legal practice to devote her time to volunteerism. She was a Municipal Councillor of the Municipal Council of Penang Island between 2008 and 2010 under the civil society quota. She was a member of WCC’s research team that carried out a study on the Judicial Processes in Sexual Crimes and a Visiting Associate Researcher on poverty at the Institute for Development Studies (Sabah) from 1985 to 1987. She was also one of the founding members of the Sabah Women’s Action Organisation (SAWO) and the Asia Pacific Forum on Women, Law and Development (APWLD) now based in Chiangmai, Thailand.


      YB Yap Soo Huey

      YB Yap Soo Huey

      Yap Soo Huey obtained her Bachelor of Science (First Class Honours) at Monash University, Australia and worked as a research scientist in Australia's largest not-for-profit virology and communicable disease research centre, the Burnet Institute in Melbourne. In 2011, Soo Huey took up the position of Science, Technology & Innovation Officer in the Penang Chief Minister's Office. Within a short 18 months, she organized the Penang International Science Fairs for 2011 and 2013, served as the Representative of the Chief Minister in the Penang Science Council and spearheaded the Tech Dome Penang Project. As of 2013, Soo Huey is the State Assemblywoman for Pulau Tikus Constituency and is involved in issues pertaining to community improvement, urban livability and mobility, and municipal planning and development. She is also the Vice Chairman for the Penang DAP women's wing.

        The scope of PWDC’s work is extensive and covers policy making, programme implementation, trainings and networking. Partners and stakeholders include federal and state government representatives and agencies, the corporate sector, civil society groups and community-based organisations and residents.

        PWDC possesses a small resource centre in its office on the 47th Floor of KOMTAR, which anyone is welcome to utilise. In addition, there are of course a myriad of web resources on each and every aspect of PWDC’s work.

        Organisational Structure

          PWDC is managed by a 12-member Board of Directors chaired by YB Chong Eng, the Penang State EXCO for Youth & Sports, Women, Family and Community Development. The Board provides overall direction, advice and support for the various policies, programmes and projects of PWDC. Under the management of a Chief Executive Officer (CEO), PWDC’s programmes are then operationalised by a dedicated team of staff. They include full-time staff, together with part-time consultants and research assistants.

          PWDC’s programmes are implemented by a team of staff at the respective programme, project and administrative levels, under the management of the Chief Executive Officer (CEO). As at December 2012, PWDC has a total of nine (9) full-time staff and three (3) part-time Consultants, as well as various research assistants.             Introduction to PWDC

            The Penang Women’s Development Corporation (PWDC) is a state agency which works towards the transformation of Penang into an advanced and progressive society through the promotion of equality among all women and men, girls and boys regardless of ethnicity, religion, gender or socioeconomic background. PWDC believes that Penang’s people are the key to her future and shared prosperity, and that all women and men, girls and boys must have the opportunities, rights and freedoms to develop their full potential as citizens who can contribute to achieving the visions and aspirations of the state.

            Since its establishment in November 2011, PWDC has played a pivotal role as the key State Government agency working towards the mainstreaming of gender equality, social inclusion and good governance across all sectors in Penang. PWDC achieves this by working with partners to plan and implement gender-responsive projects, raise public awareness of gender issues, and build capacity among individuals and communities. PWDC also advocates measures to bridge gender gaps between women and men in the economy, public sphere, politics and governance.  

            As Penang progresses towards its aspiration of being an advanced society, PWDC will continue to strategize and execute multi-level and multi-pronged approaches to bring about meaningful and lasting change. PWDC envisions a future in which all women and men, girls and boys will have the equal opportunity to fully contribute to and benefit from a Penang which values and upholds the principles of democratic participation, respect for diversity and individual dignity, and social inclusion and social justice.


            Vision

            PWDC envisions a Penang which mainstreams gender into the policies and programmes of all sectors to achieve gender and social justice in the State.


            Mission Statement

            PWDC seeks to contribute to the transformation of Penang based on principles of substantive equality and good governance. Integral to our work is the recognition of women’s diverse identities, women’s representation in all spheres and the equitable redistribution of resources.

            This will be achieved through research and advocacy on gender responsive policies, capacity development, strategic networking, and women’s empowerment programmes; working in smart partnership with all levels of the Penang state and local governments, non-governmental and community-based organisations, the academe, the private sector and the public.


            Objectives

            PWDC has five key objectives, namely:

             
            • To develop gender responsive policies and good governance;
            • To promote awareness and understanding of gender and social justice;
            • To enhance women’s participation in the socio-economic and political life of society;
            • To strengthen women’s leadership and decision making in all sectors of society; and
            • To enhance and promote an environment of inclusiveness within the multi-ethnic, multi-cultural and multi-religious context of Penang

            2014 Review: Looking Forward

            This Annual Review provides an overview into PWDC’s programmes, projects and activities which are far-reaching and innovative in their scope. We look forward to extending our outreach to targeted communities across Penang through the Gender Responsive and Participatory Budgeting (GRPB) programme, and encouraging and mobilising women from all backgrounds as leaders and movers through the Women’s Empowerment and Leadership (WEL) programme. We also look forward to continuing our partnerships with key stakeholders in the Penang State and Local Governments, in order to propose and develop gender-sensitive policies to benefit society at large.


            Siaran 2014: Melangkah Ke Depan

            Siaran Tahunan ini memberi gambaran umum tentang program, projek dan aktiviti PWDC yang meluas dan inovatif. Kami bersedia berjelajah ke komuniti merentas negeri Pulau Pinang melalui program Bajet Responsif Gender dan Partisipatori (GRPB). Di samping itu, kami akan terus berusaha menggalakkan dan memobilisasi wanita dari pelbagai latar belakang untuk tampil ke hadapan sebagai pemimpin dan penggerak masyarakat, melalui program Pemerkasaan dan Kepimpinan Wanita (WEL).Kami juga bersedia meneruskan usahasama dengan pemegang taruh penting di dalam Kerajaan Negeri Pulau Pinang dan Kerajaan Tempatan bagi menyaran dan menggubal dasar-dasar sensitif gender untuk manfaat masyarakat umum.
